The technical directive for the monitoring and maintenance of engineering structures (ITSEOA)

This directive deals with the monitoring, inspection, maintenance and repair of structures on the French State-managed road network. It is part of the reference framework for concession or public-private partnership contracts to be awarded for the French State-managed road network.

Other project owners (local authorities, etc.) may also use it as a guide and adapt it to their own objectives and organisations.

This new text cancels and replaces the previous directive of 19 October 1979, amended on 26 December 1995.

The new directive consists of several booklets :

Booklet 0: ‘General provisions applicable to all structures’

Booklet 1: ‘Project file’;

Booklet 2: ‘General information on monitoring’;

Booklet 3: ‘Inspection, enhanced monitoring, high-level monitoring, immediate safety or safeguard measures’.

The other booklets that made up the second part of the previous 1979 directive are no longer an integral part of the directive and now have the status of application guidelines.

The booklet relating specifically to tunnels is entitled: Fascicule 40: Tunnels - génie civil et équipements (October 2012).

It contains several appendices (below) relating to equipment asset management
