A road tunnel Safety Management System (SMS) involves structuring a safety approach and ensures its effective implementation over time.
This guide first sets out the key definitions and introduces the stakeholders involved in a road tunnel SMS, before detailing each of its components. It then outlines a methodology for establishing and maintaining an SMS.
This document can also be used by operators to address a specific topic, such as skills management or safety culture, without necessarily requiring a full commitment to an entire SMS.
Following the publication of the French version of the guide in December 2025, the CETU is pleased to announce that the English version is now available. It can be downloaded by clicking here.
This guide is accompanied by a leaflet, which provides a concise explanation of how to construct and implement an SMS.
